I mean when building an Action Plugin Where i Can Put the XML File ? I can not see where

There is no XML section
You should use Intellisense panel to add actions
This info will be used to generate and embed actions XML file to the plugin
And this info will be used to create help file as well
You can double click to Actions node in intellisense panel to start adding actions

yes that is Good ....... thanks
I will try again and will tell you if any problems
but i found the administrator i can run it and i cannot stop it if it is running
Or there is no way to signal about his condition if it works or Stopped

By looking at the attached screenshot
Application is not running as Administrator
it should write (Administrator) on title and Quick Access button (with shield icon) should be disabled

yes the Administrator Does not work when i press the button run as Administrator
I do not know why? Is this a problem only I have, or have someone else will wait for the opinion of others
And also there is another problem with Object Plugin
i was downloaded the file who is named Windows Button V1.0.apmz and test building it
and it is build Success but When I tried it to add as the Object Plugins
the *** Project is Stop by Problems when i add this Plugin
Sorry for the many problems that occur to me I wish not to be a nuisance
In the end, will wait for the opinions of others

did you disable UAC on your computer ?
If it is possible , can you please record a short video an upload on youtube to show what happes there
and where did you dowload that sample project , from this forum or from here ?
if you tried the sample project that i posted on this forum then ,it might cause problems because there are loads of changes
try latest sample project that can be found here
